Not sure what the answer is, but I can understand why a community

doesn't want homeless people sleeping in public parks and other public places outside. I'm not sure what fining a homeless person accomplishes as I doubt they can or will pay the fine, but I think a little less tolerance for homelessness is necessary, ,but it does need to be combined with some good faith efforts to get people help so that they can help themselves.
