The unprecedented size of the penalty, which is what I’m alleging here (if not the case on appeal, so be it), is the reason for everything else. It’s the reason he can’t secure a bond and might well start losing critical assets as a result of his inability to even make his appeal.

I just linked this for Matt above. It’s not a prediction of the outcome on appeal. But the legal experts quoted talk about the unprecedented nature of the entire case. So, the precedents you’re asking for apparently don’t exist. The size of the penalty is inseparable from that reality.
