Rights - even individual rights - are subject to regulation in the interest


of public good. That's why you're allowed to criticize the government as much as you want, but you can't yell fire in a crowded theater. So here's what I'd do:

1) Require gun safety training, continuing education, mandatory waiting period and psych evaluation screening for anyone wishing to purchase a semi-automatic weapon of any kind (handgun, rifle, etc). These need not be arduous ... a basic safety course, maybe a 72 hour cool off period and basic psych eval.

2) Ban open carry. It's unnecessary and the open presence of guns can only serve to escalate conflict.

3) Impose national standards of gun safety education on CWPs. I don't think people with CWPs are really problematic (if they were, you'd certainly hear about it in the press), so whatever we're doing is actually working here -- let's just standardize it and require a minimum level of safety training.

4) Make any crime committed with a gun a federal crime and impose a mandatory minimum (normally I hate MMs, but when you bring a gun to a crime, you're implying a willingness to use it).

5) Impose a maximum number of non-collectible semi-automatic firearms that one individual can buy/own without trading in another one. Your right to keep and bear arms is not being infringed upon by being prevented from buying a 12th gun. Whatever the intent of the 2nd amendment is, and reasonable people CAN disagree on it, it's not hampered by you ONLY owning 5 times more guns than your entire family could possibly shoot simultaneously.
