Same with international borders. If it's better in one place than another, people will head to those better places. Why should any government prohibit people freely moving to seek out the life they want to live? If we actually believe in life, liberty and the pursuit of happiness - why should not not be available for anyone to pursue?

The welfare type programs you mention have and cause their own problems and should be addressed - but that does not mean that people should face any government restriction on when or where they are allowed to move.
