The U.S. military is not falling apart.

There are always tough choices to be made about how to allocate defense spending dollars. China, for example, has limited first-strike nuclear capability but is building other military options in order to establish regional hegemony. Land-based nuclear missiles won't deter an invasion of Taiwan. Or prevent attacks on shipping. Or be of much use in regional conflicts. The purpose of the Minuteman system has been to deter a first-strike on the U.S. (or to have a first-strike capability). We have submarine-based launch programs that ensure that capability. We have air-launched nuclear cruise missiles (ALCM). Biden and Austin have been supportive of Sentinel missile system development (GBSD) as an eventual replacement for the Minuteman. But that will be hugely expensive to deploy.
