So yes, purchasing power has been eroded (that tends to happen during inflation), but not by nearly as much as the 17% inflation rate. Plus Joe started his presidency at the tail end of the covid spike in weekly earnings (driven by more low paid workers being laid off during the pandemic than high paid workers which increased wages due to "mix") which provides a headwind in his wage growth calc.

The other context is that the 17% inflation is a function of a) pandemic supply chain disruptions, and b) drunk and disorderly government spending. No one is really to blame for "a", but Trump shares AT LEAST as much blame for "b" as Joe.
