Two things can be true, in all honesty.

This idea seems to have started with the Israeli government’s charges that international women's groups (and the US as well) were slow to take on this cause, for what reasons they leave nefariously unstated. Rapes in time of war aren’t uncommon and there is no doubt they occurred as part of the Hamas invasion. That said, the focus on them must also be viewed as part of the battle for the moral high ground between the troubled Netanyahu government and the Palestinians/Hamas.
Then that narrative of the recalcitrance of women’s groups on this topic in the US is further amplified by mostly right wing media and celebrities who want to “me too”. Interestingly, if you research the topic just a little bit with a google search, you’ll find numerous stories on the topic of the Hamas rapes/women’s groups tardiness than if all of those groups had made supporting declarations to start with.
