The cast of characters change a bit for a brief period of time, but 10-15 schools are always there, at or near the top, the degree of their success depending on their coach at any given time. Recruiting among the big-time schools has always been on a national basis. For every Miami that mined its backyard because of an abundance of local talent, there are many others like Alabama, USC, Ohio State, Michigan, and PSU who repeatedly raided other parts of the country for the best players. That has been the state of play in Virginia since the beginning of college football time.
