bring more of that material mining and refining capacity here, or at least to less hostile countries (or those where China basically already owns the rights). No one is concerned about making us more energy dependent on Canada, Australia, etc.

I would also focus on technology to combat the manufacturing impacts on climate change, as well as for adapting to those changes.
