Of course the large and heavy components are being made here, because it's
cheaper and more realistic than putting them on a boat. Thanks in part to our lower energy costs to produce them. Meanwhile our imports for wind equipment/components continues to grow, so I'm not sure how that doesn't increase our dependence on China, the most dominant player. And we see wind projects getting cancelled because they're not cost effective.
Again, I'm not against wind (or solar). If they can produce clean cheaper energy, without accounting for subsidies, bring it on! I am against mandates that make us more vulnerable to China, and discounting/resisting nuclear (and hydro) which would be nearer to 100% domestic production.
