See above. That’s more or less exactly what the UN proposed in 1947.
The Arab states and the Palestinians (who are the Arabs living in what’s now Israel and the occupied territories) rejected it then, and I strongly doubt they’d accept it now.
Nor would this Israeli govt. There probably are Israeli and Arab interests who would find common ground, but those voices are obviously silent now. And just figuring out how water would be allocated is only one of the details that would dog implementation of any such deal.
