I can say that because there have been 2 downgrades, and they both coincided with repub brinksmanship on default threats, and they both mention brinksmanship very prominently in their reasoning.

If its all these other reasons that you imagine, how do you explain downgrade in ‘11 during repub default theater performance 1, no downgrades for over a decade, with deficits exploding during some of that time, and even some govt shutdowns, then repub repeat of the effort to force a default, and surprise, surprise, another downgrade.
