I'll second this question. What would @Hoodafan have them do differently?

I seriously doubt if he had paid $1000 to post bail that the outcome would have been different. It strikes me that the solution he's in search of is holding this guy without any opportunity to post bail. In retrospect, that looks like the obvious solution. But he was arrested for misdemeanors and a parole violation. That's not exactly "hold without bail" material. Quite the conundrum.
