A UN member nation can be expelled by the General Assembly upon


recommendation by the UN Security Council for “persistently violating” the UN charter. That would be the Security Council upon which Russia sits and has veto power. No member nation has ever been expelled. We could ask the same question about Syria (chemical weapons), China (Uighurs; also has a SC veto) and other countries as well.
