Just spitballing here, but maybe the answer to your strategic question


Is very “Law and Order”. Maybe part of an off-ramp will be a promise not to pursue war crime allegations in international court (which could be an empty promise, as national courts around the world could also bring action).

That obviously would be very controversial, but any solution involving deals with Putin will be controversial at this point.
