I've spent a lot of time from 2002 until now doing business in China.
I had a Joint Venture, wofe's (whole owned foreign entities) were not allowed much before the turn of the 21st Century.
I had two manufacturing plants in Suzhou and a medical device plant in Shenzhen.
That is not massive, but negotiating with the Chinese is not easy. Not that the Indians or Japanese are easy. But the Chinese are different.
The don't like to say no. They are stubborn. And as you point out, nothing is final until they say it is final. Things we think are done & dusted can come off the tracks. And Chinese import/export customs can get in the way at any point. The Chinese play the long game.
