That's true in the sense of the Executive managing its own affairs.
Obviously when the president acts as commander in chief of the armed forces, generals do not have a right to challenge or criticize his authority without being removed or fired, etc.
I was talking about the executive's enforcement of laws or promulgation of executive orders that affect the public at large and/or implicate protected speech. An executive order that says anyone who criticizes the President shall be arrested or sanctioned would violate TF out of the 1A.
