were allowed to keep their clearances so they could provide advice to a new administration and/or new people in the jobs they held. A lot of people at those levels also serve on advisory/oversight boards such as The PFIAB - the President's Foreign Intelligence Advisory Board, and they need the clearance to get the full discussion of a program so they can tell the president about how well it's doing, whether it's a good isea in the first place, etc. Despite what the Iceman thinks (yeah, that'll be the day!), the career people aren't the swamp, it's the politicals and El Rey Donaldo's assortment of "folks" like Tom Price, Scott Pruitt, et al., are perfect examples.
