Well that varies by state, and again, that is a benefit to


the owner of the solar system. Solar City builds for others as well as for itself.

But each state determines whether there is a state wide standard price for selling power into its' utilities' grids.

And isn't wholesale lower than retail? Why would selling at a lower price than retail be considered a subsidy?
