This is just a bunch of excuse making
Everything you discussed falls into two categories:
* Problems stemming from decades ago (The man can keep you down for only so long)
* Things brought upon themselves through a series of poor choices and general apathy
And no matter what, no matter how bad the situation is, a few miles away from these black neighborhoods are hispanic ones which are not nearly as bad. It isn't like those guys have any inherent advantages. Many of them aren't even native speakers yet they are still on a much better trajectory than the inner city blacks.
The good news is that the upper-middle class is quickly returning to cities. Gentrification is disruptive to some but a rising tide floats all boats. Cities still have to work out affordable housing policies but at least as the money flows back in, they are increasingly getting the capital to do so, both directly through taxes and indirectly through new residents actually giving a shit.
