The HBO show Vice did an interesting case study on Chicago last year that
made some interesting points about why Chicago is just about the only city in the US where gang violence is going up instead of down or staying low.
One of the main drivers, they concluded, was that Chicago had massive pockets of concentrated poverty like Cabrini Green and Robert Taylor homes where hundreds of thousands of people lived and the gang balance of power was clear and consolidated. But in the last decade or so most have been torn down and the people who lived there displaced across the city into Section 8 housing, much in places like the South Side or Humbolt Park which have become gang warzones. It makes sense -- gangs that used to have turf need to go out and claim new turf in a new hood and a war erupts.
The Heller decision also certainly hasn't helped, as it has made it even easier to get guns (and put more guns in circulation, which get lost, stolen, traded, or purchased by gang straw purchasers). Of course they could get guns in the burbs anyways but now it's even easier and more regular people in the city have them too, leading to more violence.
