He was asked directly if a Muslim judge could be fair to him. So in that case, he had nobody specific in mind, just any Muslim who was accomplished enough to be a judge. And his answer was no.

Maybe that is simply his statement about human nature. Maybe he is saying that no human being could be impartial after being insulted. Because he very clearly can't be. Which also goes to his complete lack of fitness for the job of POTUS.

Nonetheless, that remark, as he said it, was about all Muslims. That is the ultimate sweeping generalization, and completely justifies the bigot label.
