This is the fault of current Congress. If one actually reads the article


the cause is laid out pretty clearly - not as many young healthy people have enrolled prior to the sunset of the assistance program established to support the insurance companies until the pools got sufficiently broad and deep.

The fix seems straight forward - increase the penalty for not enrolling substantially, add a penalty for cancelling insurance within 12 months of receiving benefits, and use that to fund an extension of the assistance program until enrollment is what it needs to be.

But that's not possible in today's Congress - it's either keep it as it was originally written or throw it away and throw millions of people back onto the health care "street". They do not give a fuck about anyone but themselves and their donors
