I think the turnover in the low wage low expectation


set of workers is higher because the investment in training is less. It's easier to cut the slacker loose because his replacement is easier to find
I also don't think hiring requirements are much different for a large number of government jobs, with the exception of upper level positions. I do agree with your state/local level vs. federal position.
