I think that is the stereotype.

You seem to be forgetting all the low-wage, low-expectations jobs that exist in the private sector though -- as well as hiring standards for government that typically are much higher than the private sector. Also think there is a world of difference between a federal job and a city job. just like there's a world of difference between being an executive at a fortune 500 company and being a middle manager at a small to midsize business or a customer service rep.

Government by design is less "efficient" in terms of cost because its mission isn't to maximize the gap between revenue and cost. But that doesn't say much about workers.
