It's always more difficult to fire public employees and that is intentional

We dont want people who make careers in public service to be fireable every time there is an election. Well, maybe an idiot like TK would, but those who understand how governments work and wrote the laws do not.

There is a balance and it does make it more difficult to fire bad actors. They have hearing and appeal rights, etc. But at the end of the day this is a "problem" that relates to the .005% of state or federal employees who are sociopaths like the guy described here. Of course, Congress will find 2-3 anecdotes and hold a show hearing to make it appear like everyone at the EPA is sitting around jerking off and gambling all daynot, you know, actually working for the country. Something I'll bet TK has never done.
