She offered details about her proposal to double federal funding for the Maternal, Infant and Early Childhood Home Visiting Initiative, in which nurses or social workers visit low-income parents in their homes during pregnancy and a child’s infancy. This is an existing program that works well. She also spoke about raising income and job stability for child care workers, with fewer details but referencing some state pilot projects. It is a difficult occupation, with great responsibilities at generally low pay.
The 10% thing seemed more aspirational without much detail. “It’s hard to make ends meet,” she said. “We should figure out how to make it a little bit easier.”
