It's not two separate protections though -- it's a prefatory clause


explaining why the Amendment was there in the first place.

It's a very oddly worded Amendment and the Framers certainly did not have urban home protection by random citizens in mind when they wrote it. The SCOTUS never interpreted the amendment that way either until 2010 -- it was always a collective right that was meant to preserve state militias and prevent the federal government from disarming the states. And city-wide gun bans were commonplace everywhere in the 17 and 1800's. Literally every town in the old west imposed one -- the notion that DC's was unconstitutional was just plain absurd.

Not any more, but anyways no one other than a few extreme lefties want to ban guns altogether or prevent sane, responsible people from being able to hunt or own a gun for home protection purposes (although most people I know don't feel the need). It's more about being able to address a very serious problem without a special interest group waiving the Constitution around every time.
