The far right never denied it and relished their ability to thwart simple democracy on this. But McConnell never favored that. I don’t think frequent dem target Lindsey Graham did either. The bipartisan support was so strong it may well be that Johnson’s cooperation was not going to be needed in the end, although that would have wasted more precious time. So, glad Johnson came around.
