And its easier said than done to even do comparisons sometimes -- or maybe things eventually shake out and better quality takes over, but not until after there has been some permanent effect on an industry from a disruptive force. It's supposed to be a rationale why some government aided forces like from anti-dumping/counterveiling or other tariff/quota systems exist --- and every country in the world does have a version of this system. It doesn't work very well imo and tends to become extremely political (epitome of political "swamp" politics) and cause more harm than good while never actually solving a complicated issue. But some version of such a system is still what most countries try to do.
