whittled down to 8.2% by 2008.

Since 2002, revenue from the state and gifts have been pretty much flat (pictured below).

Revenue from the state has fluctuated in a narrow range. In 2002 it was $177M and in 2022 it was $216M, or adjusted for inflation, a net decline.

Meanwhile, revenue from tuition rose from $178M in 2002 to $669M in 2022, or 276%, far outpacing the 59% rise in the CPI and 20% increase in enrollment over the same period.

"If tuition revenue had tracked 59% inflation and 20% enrollment growth over that period, it would have been only $319 million. The surplus amounts to $350 million."

State funding accounted for just 10.3 percent of the $1.3 billion budget for the Academic Division (which does not include the hospital budget). At nearby peer institution UNC-Chapel Hill, state funding per in-state student was $26,034 in 2009-10. In contrast, UVA received $8,601 per in-state student. Why is there such a disparity, and do you expect state funding to continue to decline?

I can’t tell you why the Commonwealth of Virginia has allowed this to happen. I can tell you that in North Carolina, there was a concerted effort to give strong support to their universities in the belief that would help their economy recover from the loss of tobacco, the loss of textiles, and the other blows that they had taken. And they do have some very fine universities as a result.
