The crux of the matter is that states are no longer funding public colleges

at anywhere near the level the used to and just let students (and their families) pick up the slack through ever increasingly higher tuition and fees, thus more and more student loan debt.

When I was coming along in the 60s, the Commonwealth of Virginia offered some of the best higher education bargains available with UVa among the lowest, if not THE lowest tuition and fees in the state. They were even a real bargain for out-of-state students, too.
