No. It should be implemented before people pay

Application deadline has past.

Now what do you do? Go back to 50,000 people and say, "if you want to participate, send in another $15?" For those who opt out, you now have to fill those slots. Do you do another lottery? That path is just a pain in the ass.

Or, have the NYC Road Runners eat this expense that wasn't factored into its budget?

Or, reroute the course to exclude the bridge. This is what I'd do, but for a race this size it takes planning. This is also a PITA.

The timing sucks. It should have been made known last November (when the NYC Marathon occurs) when the committee could at least be aware of the expense and have time to consider (in the race fee) or mitigate.

The timing appears to this runner to be a forced shake down.
