I have no idea. It isn't a new concept to Baltimore.

My ambitious brother in law, fresh out of college bought a row house for $1 way back---gonna say late 90's.

He put in a ton of sweat equity and flipped after he married for a very nice sun.

I will say--he is very accomplished DIY guy, the kind who loves working on on houses. It was undoubtedly a win-win for him and the neighborhood.

Disclaimer: He's the younger brother of my current wife so I never saw the property as I married the current Mrs Shen in 2011.
