What strikes me is that the language is based on the presumption that a president will be responsible, that he will do the right thing, that he will honestly and faithfully segregate presidential records from personal records, and protect and preserve sensitive and classified, as well as historical information, and follow all laws in doing so.
It didn’t anticipate someone like Trump, who thinks anything he touches, belongs to him, who is unconcerned about inadvertent release of sensitive, or classified information, and who, in fact, would probably use such information to enrich himself.
