Just skimming that, it looks like participants enter at an internal Port of
Entry. I think the original article said he entered at El Paso, which isn’t “interior.” So I don’t think he was part of the Cuban Haitian Venezuelan etc parole program.
But that doesn’t mean he didn’t enter at El Paso claiming asylum. And I would think he probably did as that is the easiest way to get in without detention.
The asylum program may be broken, but people entering under it are not, as you point out, “illegal” in any sense of that word.
