Since ‘14, except Crimea, which really only became part of Ukraine symbolically during the Soviet era.

But, as you say, that requires Ukraine to be able to match Russian artillery - it’s kind of a war of artillery - and make that solution Putin’s best available option. Otherwise, I think your second paragraph is really where the rubber hits the road.
