He reinstituted protection for the DACA people, people already here
He relaxed some of the Trump draconian deportation rules back where they traditionally had been, again people already here.
He dropped the rules, barring immigrants from certain African countries to apply for visas or other immigration status, people not coming through the southern border.
And yes, he suspended the rule that Trump had put in place requiring immigrants requesting asylum status to wait in Mexico until they’re processed. Wait where? And by the way, if you get down far enough in the article, you find that that really didn’t change anything because the pandemic rules restricting asylum immigration and allowing boarder patrol to shoo anyone they wanted to write back across the border were still in place.

“In its statement announcing the suspension of the "Remain in Mexico" policy, DHS noted that emergency rules adopted by the Trump administration that allow U.S. border authorities to rapidly expel migrants without a court hearing would remain in place until further notice.

DHS instructed migrants waiting in Mexico to "remain where they are, pending further official information from U.S. government officials."

In a not-so-thinly-veiled warning to would-be migrants, the department also noted that those apprehended along the U.S.-Mexico border going forward would not qualify for the immigration overhaul Mr. Biden has proposed to Congress, which, if passed by Congress, would allow millions of undocumented immigrants already in the U.S. to obtain legal status.”

As the pandemic role of limiting asylum immigration was about to expire Biden tried to keep it going, and the courts struck it down.
