Rent prices go up when more people want to live in the available housing. They go down when there is more housing than people. It’s almost entirely government imposed development restrictions and limits that cause rent to outpace inflation. Affordable house is what you get when you allow more housing to be built.

Rent controls are awful. The hinder movement and disincentivize building more housing units. So awful. Some people are just idiots.
