Yup, it’s a game of handouts.

So it shouldn’t be too surprising that a politician who is needed to approve the handout is then asking for a handout in return.

It all comes down to ‘is it a net positive?’

And I honestly don’t know. However from a Richmonder’s perspective I do think it’s stupid for DC and Nova to bid each other up. It would make more sense to prevent a place more than 3 miles away from poaching a team.
