Tolls are a regressive tax (although I think that area recently begun a program to make only the "rich" pay their fair share for those roads), and providing roads is a fundamental function of Gov't.

I would love all tax payer funded stadium (or business attracting) sweetheart deals to go away. Unfortunately that ship sailed long ago, so unless you want the stadium to go to a different higher bidder, that's the playing field we have stupidly created.
