It's actually 11 in their graphic, but for some reason they only list 9
(not 10), leaving out WI and WV.
And I would argue that 10 out of the 11 are red states, with MD the sole guilty-as-sin blue state.
WI and PA are hardly blue states even though Biden won both in 2020 by the slimmest of margins, after Trump won them both in 2016 also by the slimmest of margins, for the first time WI went to the R out of the last 6 presidential elections. But more importantly, Republicans have had a stranglehold on both states' legislatures, and thus the redistricting process.
WI, in fact, like NC, has recently achieved a veto-proof majority, so in both states, it's game on now, whereas before, Dem Governors Evers (WI) and Cooper (NC) could nix their legislatures' extremely gerrymandered maps.
A 3-federal-judge panel ordered a special master to resolve the issue in NC and as a result, NC elected 7Ds and 7Rs in 2022.
But that all changed recently when the Republican legislature's extremely gerrymandered map was enacted under Bill 757 (see NJ Hoo's posts) engineered to produce a 10-4 if not an 11-3 split in 2024. And this is in a state where Ds hold a slight majority in registered voters.
The ratio is even more equal in WI, and they only elected 2 Ds in 2022 with 6 Rs.
In the case of PA, the D's finally won the House in 2023, yes 2023, because there were 3 vancancies and D's won all 3 special elections. Prior to that, the Rs controlled both chambers since 2010, but like NC and WI, more often than not, there's been a Dem governor with veto power.
