Actually the question of whether Article 3 of the Amendment was...

...self-executing was debated. In 1869 Salmon Chase (then Chief Justice of the USSC), while sitting as an appellate judge, ruled that the article was not self-executing and required formal proceedings and further Congressional action before it could be enforced.

The article was however applied to bar a few former Confederates from office (about 6) but then it became moot when Congress passed a sweeping amnesty bill in 1872 which removed the disqualification.
