How fairly to quantify merit is the rub.

A Virginia kid from Galax or Page County High simply does not Ave the same opportunities as the kid from Fairfax City, not in classes offered or in various extra curricular activities. I'd imagine kids from some of the poorer, mostly black, inner city schools face an even steeper hill.

There just isn't an objective metric to sort it all out.
