It is socioeconomic and it is an historic legacy of slavery, discrimination and racism. The black community was excluded not just from economic growth following WWII, but from white society generally for almost the entire history of this country. It only started to change in our lifetimes, the end of official segregation anyway.

We still have a long way to go. Increasing income inequality, the decline of unions, automation, these things are hitting minority and increasingly, rural white communities as well. The reaction of Democrats has been to try to level the playing field (most of the time). The reaction of Republicans is what group can we blame for the struggles in white communities. That sounds the most like victimhood to me.
