Let me give you an example........


The use of chemical weapons began with WW I, when both sides to the conflict used poisonous gas. There is no debate about that.

As a result of the massive deaths from it, the Geneva Protocol, which prohibited the use of chemical weapons in warfare, was signed in 1925. Again, no debate about that.

So if someone used chemical weapons say in WW2, then you can call it a war crime and there is no argument or justification about it. You cant say it was a war crime when used in WW1. Now it was morally wrong to do it would be the argument about its usage in WW1 and we can debate if the allies should have used it if they were the "good" guys........
