Yes it's a serious question

it becomes a moral issue if there were no rules agaisnt it which can be debated. if there were rules it becomes a legal issue and debating is not applicable.

both sides in WW2 were dropping bombs like no tomorrow on cities and killing innocents. was one side doing something that the other side wasn't doing?
