Exactly - to reserve state power as a limit to federal power.
The states retain the right to have an armed citizenry to be the well regulated militia.
It’s wasn’t to create some power so the federal government could respond to insurrection or rebellion. It was to prevent the federal government from restricting the states maintenance of armed militia, so the states maintained control over their defense and so the state militia could be a deterrent to a federal army imposing on the states.
