You'd be mistaken. It was meant to reserve state militia authority and it
was passed, like the rest of the Bill of Rights, to get states to ratify the Constitution. Without it, those states thought they would cede too much power to the feds and have to go to them to raise a local militia.
This was recognized by the various militia acts, the last of which created the National Guard.
