There's more to it than that, procedurally speaking
As special counsel, Weiss can prosecute anywhere instead of having to farm a case out if Biden was accused of a crime somewhere other than Delaware. Also, special counsels get to write reports (remember Ken Starr?) which allows Weiss to defend his actions in both cases he brings and cases he doesn't. Apparently this is a reaction to the way the original plea deal fell apart, but that's all pretty murky to me.
And, as you indicated, it pretty effectively forestalls any claims of DOJ or WH interference.
